How to evaluate private AI tools

With 50+ options available, narrowing the field requires a structured approach. Here are the five criteria that matter most for European businesses:

1. Data sovereignty. Where does data go when you send a prompt? On-premise and self-hosted tools score highest — data never leaves your infrastructure. EU cloud services are a middle ground. Any tool that routes data outside the EU without explicit contractual safeguards should be disqualified for sensitive use cases.

2. Compliance readiness. GDPR compliance is table stakes. AI Act readiness is becoming equally important. Look for: audit trails, transparency documentation, the ability to explain model outputs, and support for human oversight. Managed platforms typically include these features; self-hosted tools require you to build them.

3. Technical requirements. Self-hosted tools need GPU hardware, DevOps expertise, and ongoing maintenance capacity. Desktop apps need modern hardware but no server infrastructure. Managed platforms and cloud services have the lowest technical barrier. Be honest about your team’s capabilities.

4. Model flexibility. Avoid single-model lock-in. The best tools support multiple models so you can switch as the landscape evolves. Today’s best model may not be tomorrow’s. Not on-premise — OpenAI and Anthropic do not offer self-hosted versions of their flagship models. Data stays in the EU, but it still runs on the provider's shared infrastructure.
